Uruguay Establishes Minimum Services at Montevideo Container Terminal – Todo Logística News | 13/09/26

Uruguay’s Ministry of Labor and Social Security and Ministry of Transport and Public Works established minimum services at the Specialized Container Terminal of the Port of Montevideo to ensure operational continuity during the dispute between Terminal Cuenca del Plata S.A. and the Sindicato Único Portuario y Ramas Afines (SUPRA). The Executive Branch adopted the measure after determining that union actions had affected operations at the country’s only specialized container terminal and that an interruption could compromise a service of critical importance, with a direct impact on national production and foreign trade. The resolution requires the continuation of vessel loading and unloading, the reception of full and empty containers for imports and exports, as well as storage and warehousing services, while establishing a minimum rate of 25 containers per hour for reception by road transport. Minimum staffing levels were also established for different areas of the terminal, while operations involving refrigerated containers, perishable goods and sanitary-sensitive materials must be guaranteed. The provisions will apply whenever union measures affect operations, although the terminal is currently operating normally. The government said it aims to balance operational continuity with trade union freedom and worker protection, while efforts to bring the parties closer together continue and negotiations are scheduled to resume on Monday. The measure took effect at 00:00 on September 12, 2026, is special and temporary in nature, and will remain in force until another administrative decision brings it to an end. Link to Article
